Build a capability your institution owns
Stand up an intelligence capability, modernize the one you have, or take over one that has outlived its supplier. Governed end to end, on infrastructure you control.
Most institutions are not starting from nothing.
They have systems that work and systems that do not, staff who know the mission better than any vendor will, equipment bought from three suppliers over a decade, and a mandate that has just changed. What they rarely have is a way to make those things one governed capability without replacing all of it.
That is what this program is for. S32 Technologies owns the software, integration, deployment, workflow, training and lifecycle layer. We do not manufacture specializt RF receivers, antennas, direction-finding arrays or timing systems, and we do not ask you to discard the ones you have. Partner and customer equipment sits inside the same architecture as our applications.
Order what the mandate needs, in any combination
These are available services, not a mandatory sequence. Institutions enter at whichever point matches the problem they actually have, and a great many never need all eight.
Assess
Authority, governance, existing systems, workforce, data and risk. Produces the evidence and the roadmap, and is frequently the entire first engagement.
Design
Target architecture, data contracts, authority model, security and deployment boundary, test plan and implementation plan.
Integrate
Adapters, identity, policy, mappings, workflows and migrations, including the systems you already own and partner equipment we did not supply.
Deploy
Hardened runtime, key custody, observability, backup, offline procedures and acceptance evidence.
Operate or assist
Customer-operated, co-managed, or S32-supported workflows, under authority you set explicitly, not by default.
Train & certify
Role-based curricula, labs, practical assessment, train-the-trainer and recertification against the system you actually run.
Sustain & measure
Updates, adapter recertification, exercises, service reviews and effectiveness measures over the life of the capability.
Transition
Export, knowledge transfer, credential and key revocation, deletion or return evidence, and support for a replacement provider. Available whenever you want it.
What an engagement actually looks like
Assessment only
A readiness and gap review that produces evidence and a roadmap. Many institutions buy this and nothing else, and it is often what creates the budget for whatever follows.
Integration only
Bind what you already own into a governed layer. No greenfield, no rip and replace, no requirement to adopt our applications.
Training only
Workforce transfer and certification against a capability you already operate, including one we did not build.
Sustainment only
Take over support, updates, recertification and exercises for an existing capability that has outlived its original supplier.
A tailored subset
Architecture and deployment without operations. Collection and fusion without network operations. The composition follows the mandate, not a package.
End to end
The full lifecycle, from first assessment through to your team running it alone. One accountable integrator across software, partners and services.
Ownership, not tenancy
The point of the program is that the institution holding the mandate ends up holding the capability. Not a license that lapses, not a hosted service in someone else’s jurisdiction, and not an architecture only the supplier understands.
- Customer-controlled data location and retention
- Customer-held keys and mission policy
- Revocable, logged, time-bounded support access
- Documented interfaces and export formats
- Disconnected operation where required
- Contractual transition, deletion and return obligations
- Replaceable third-party components where practical

How we deliver
The eight services in detail, what each produces, and the acceptance gate that closes it.
Reference architecture
The six layers, and the six deployment configurations they are usually arranged into.
Training & certification
Workforce transfer against the deployed system. Attendance alone never confers certification.
Eligibility
Who we will supply, the checks every engagement passes, and the six outcomes the review can reach.
Start with the assessment.
It is a fixed-scope diagnosis before any major procurement decision, and it belongs to you whatever you do next.
