The obligation is continuous. Most architectures are not.
Carriers tend to meet lawful-intercept obligations once, at the point of a license condition or an audit, and then discover that compliance decays. The network moves on: new core elements, a vendor migration, a service that did not exist when the original assessment was written. Each of those quietly changes whether an order can still be met.
A compliance program that only exists as documentation degrades. One that is enforced by the mediation layer itself moves with the network, because the same system that provisions the intercept is the system that records what it did.

Provisioning has to work at 3am on a public holiday, executed by whoever is on shift, without an engineer who knows the system being reachable.
Networks change faster than compliance does
Every core upgrade, vendor swap and new service is a re-validation event. A program that was correct last year is an assumption this year.
The evidence has to outlive the case
Records of who provisioned what, under which authority, must survive staff turnover, system migration and the years before a matter reaches court.
Auditors ask for what you did not log
The gap is almost never the interception. It is the surrounding record: activation, scope, expiry, access and deletion.
